DR. AKKAN SUVER ATTENDED INTERNATIONAL CONFERENCE SILK

Dr. Akkan Suver delivered a speech in International conference "Silk Roads:Inspiration and Oportunities" organised by The Center for International Relations and Sustainable Development(CIRSD), in partnership with the Center for Strategic Research (SAM) of the Ministry of Foreign Affairs of the Republic of Turkey, the Foundation for Political, Economic and Social Research (SETA), and the Development Research Center (DRC) of the State Council of the People's Republic of China, held in Istanbul, Turkey on 12 December, which explored the strategic potential of the new Silk Roads concept.

The conference brought together distinguished political figures, diplomats, academics and other opinion-makers from number of countries historically associated with Silk Roads, with the particular focus on participation from countries that form two of the most important termini of the projected new Silk Roads: the Balkans-Caucaus region and China.

In his speech Dr. Suver talked about importance of the Silk Road and it's philosophy in economic and social development and its contribution in bringing peoples and nations together.The high level participants of the meeting are; HE Mr. Vuk Jeremic, President of CIRSD, Foreign Minister of Serbia,Mr. Li Wei, Minister,, President, Development Research Council of the State Council of China (DRC), HE Dr. Igor Luksic, Deputy Prime Minister and Foreign Minister of Montenegro, HE Mr.Mile Janakieski, Minister of Transport and Communications of Macedonia, HE Mr. Dorjan Duçka, Deputy Minister of Energy and Industry of Albania.

Before I start my speech, I want to commemorate the 11th anniversary of day Haydar Aliyev’s death who is one of the great leaders of Turkish world.

Now I would like to begin my speech on the Silk Road Economic Belt.

Our Foundation accepts the Silk Road as a philosophy for two years.

Here, today, Silk Road Philosophy has brought us together.

Within the Marmara Group Foundation, me and my colleagues have carefully and attentively spoken about the Silk Road Economic Belt and proceed to it during the national and international meetings for two years.

At the beginning of my speech, I called Silk Road is a philosophy.

Yes, Silk Road is a four-dimensional philosophy.

Primarily, I would like to express that; Silk Road Economic Belt is valued as an exclusive economic zone.  This concept will strengthen and enrich by varying the relations of Silk Road strategy.

Before mentioning on dimensions, first have an eye on the formation and geography of Silk Road Economic Belt.

Silk Road Economic Belt was first brought by Chinese President Xi Jinping at the end of 2013.

This view is also a cultural unity as much as it is a peace, development and cooperation project.

Silk Road Economic Belt project, which will yield to around 3.8 billion people and accelerate to cooperation, development and peace of the countries in the region, will bring the Pacific Ocean along with the Atlantic Ocean. Still from Pacific Ocean to Indian Ocean, from there through the Suez Canal it will reach to Mediterranean and Atlantic Ocean. Hence, by the help of 21th Century Maritime Silk Road, countries in the region will gain prosperity.

Now, with your permission, I would like to mention about the dimensions of Silk Road Economic Belt philosophy.

These dimensions carry mutual political confidence and strategic sense which can create the security environment.

First dimension is the security. This covers up Cooperation, security and sustainable security. This security takes shape within zero tolerance against terrorism and fundamentalism.

Second dimension is building a common public wealth in the region. Take into consideration welfare, itself is the strategic power.

Third dimension is the socio-economic development dimensions. These contain transportation, telecommunication, energy, petroleum pipelines, natural gas and substructure issues.

The fourth dimension is cooperation. I would like to point out emphasizing on cooperation. Cooperation and cultures will come together.

When Chinese culture, Central Asian culture, Slav-culture, Middle-East culture, Balkan culture and also Indian culture come together, the greater emotion of understanding and friendship will be occurred spontaneously.

The cooperation which will be formed with all these cultures will lead up to the favored policies for the investments.

Since our topic is culture, I will be speaking about the cultural dimensions of Silk Road Economic Belt. Silk Road Economic Belt culture will also provide possibility for the east-west synthesis. Through this opportunity various philosophy and art movements will widen the limits of mind.

Keep in mind that, we all both are easterner and also are westerner.  East- West synthesis does exist in our historical and spiritual structure. Silk Road Economic Belt will conduce Buddhism, Mazdeism, Brahmanism to embrace with Islam, Christianity and Judaism and also to reveal new values.  Just like in the past, the existence of inter-cultural dialog will take shape also in tomorrow. Silk Road Economic Belt thought, which is in a continuous dialectic development, without forgetting past, has the dimensions that can put forth today enriching the values that obtained from the past cultural values.

Yesterday there had been silk trade culture. Today there is energy lines culture.

Yesterday there were exchanges of agricultural products. Today there has been experienced an incomprehensible paradigm of informatics.

Yesterday there were restricted opportunities for receiving Golden Money. As for today there is a world that Alibaba has a voice in cyber world.

İt is definitely possible to increase the examples.

What is significant here is route maps to be drawn and incomes formed by these maps.

I am not taking part of restricting the incomes only with Money.

Of course Money has a value. Our Chinese friends described this as ‘’win-win’’ situation.

I would like to conclude my words with adding a little bit to this ‘’win-win situation’’.

Silk Road Economic Belt will conduce to cultures to gather, and meeting cultures will also help to peace re-birth.

The important aspect is permanence of this peace and, sustainability of Silk Road Economic Belt.
