 The President of Marmara Foundation, Dr. Akkan Suver gave speech: "The Perspective of European Union through Central Asia apart from Energy", during his participation in Eurasia Economic Business Forum organized by the European Economic Chamber of Trade, Commerce and Industry, that took place in Polat Hotel, Istanbul.

In his speech, Dr. Suver said:

"As an individual who has believed in the Eurasia philosophy and who has just hosted 13 Presidents, among whom four of them are currently active, one Prime Minister, one Head of the Parliament, twenty-seven Ministers and 650 dignitaries in the last Summit that we have been organizing successfully for the past fifteen years, I would like to state that I highly regard this meeting that you have organized and would once again like to extend an appreciation to your high commission.

The most comprehensive work that EU has conducted regarding the Central Asia has been the EU and Central Asia: New Partnership Strategy that took place in 2007. Since the beginning, EU’s Central Asia policy has composed of two different levels, direct engagement with both the region and the country that is part of the region. Nevertheless the fact remains that EU, while trying to produce policies through the soft-power reflexes has been relatively ineffectual in the region when compared to the other global and regional powers. The real ‘’problem’’ that EU possesses with regards to Central Asia policies is that, the values that it embraces as an institution are both the aim and the conditions of its policy.

It is visible that EU’s 2007 New Central Asia Strategy (CARSP) has three major areas since the beginning which are regulated through the details below:

-          The transformation of Central Asia into an area of stability, security, democracy and prosperity ;

-          The continuation of improved economic relations in both regional and bilateral levels

-          Cultivating the energy supply security

 

        EU is expected to restructure its Central Asia policy, which until today preferably (or forced to prefer) emphasized on ‘’principles’’ rather than ‘’effectiveness’’ into a more balanced manner with regards to diversities within the region. In other words, a political preference based on ‘’ the values that are being loyal to’’ rather than ‘’incompetence’’ and ‘’incapacity’’ is of utmost importance and can only be possible with the required equipment."
