Müjgan Suver chaired the Constitution meeting held before the referendum on behalf of the Checks and Balances Network, where Prof. Dr. Fuat Keyman and Assoc. Prof. Dr. Levent Korkut shared their views under the title "The Criterion Should Be Checks, Balances, and Democracy." On behalf of the Checks and Balances Network, which consists of 283 civil society organizations representing diverse views in Ankara, Prof. Dr. Fuat Keyman and Assoc. Prof. Dr. Levent Korkut met with media representatives in an interactive meeting to discuss the completion of the report titled "Agenda: Constitution, Subject: Checks and Balances - Evaluation of the 2016 Constitutional Amendment Law from the Perspective of Checks and Balances."
At the meeting chaired by Müjgan Suver, President of the Marmara Group Foundation EU and Human Rights Platform and also a member of the Checks and Balances Network Coordination Group, the academic members of the Checks and Balances Network, Prof. Dr. Fuat Keyman and Assoc. Prof. Dr. Levent Korkut, summarized their views in nine points:
"1- The powers of the state should be distributed relatively equally among organs, and each organ should have its own distinct powers.
2- The election of organs should be conducted in accordance with the separation of powers.
3- Each organ should have constitutional authority, rights, and responsibilities to supervise the others.
4- Accountability must be ensured.
5- Human rights and freedoms must be guaranteed.
6- Strengthened local administrations should exist.
7- The electoral system should ensure representation of societal differences.
8- The right to access official information must be guaranteed.
9- The right to participate in decision-making processes must be guaranteed.
Evaluating the text to be submitted to the referendum according to these criteria will contribute to clarifying the picture.
The answer to how much of the new administrative system to be asked of the public is 'state' and how much is 'citizen' will also provide the greatest contribution to conducting the discussion healthily."
