The opening of the 5th Intercultural Dialogue Meeting held in Baku on 2-3 May 2019 with the opening speech of the President of the Republic of Azerbaijan Ilham Aliyev. Minister of Foreign Affairs of the Republic of Azerbaijan Elmar Mammadyarov also participated as a speaker in the Forum organized by the Minister of Culture of the Republic of Azerbaijan, Abulfas Garayev. Dr. Akkan Suver made a presentation on "Migration and Refugee" at the the Forum which High representative for the United Nations Alliance of Civilizations Miguel Ángel Moratinos and Secretary and Secretary General of Organization of the Islamic Cooperation Yousef Bin Ahmad Al-Othaimeen also attended.

In the session where Dr. Akkan Suver made a speech, Minister of the Interior of Montenegro Mevludin Nuhodvic, Chief of State Migration Service of the Republic of Azerbaijan Vusal Huseynov, Member of Italian Parliament Maurizio Lupi, Prof.Dr. Heaven Crawley, Linda Oucho and Alexandra Bilak were speaker. Prof. Dr. Michael Hardy has directed the session.

While the number of people displaced by force due to conflict, violence and cruelty has reached a global record level; Turkey continues to be the country that engaged position that the world's most numbers of refugees hosted.

In my speech today, I would like to tell you about the refugee problems in our country.

Today, Turkey according to official figures, hosted more than 3.6 million recorded Syrian refugees alongside more than 400,000 refugess from other nationals. 300,000 of these live in refugee camps, while the majority live in other large cities, including those in the Syrian border.

Turkey is in favor of the 1951 Convention and the 1967 protocol. In this context, Turkey has carried out legal and institutional reforms in order to build an effective national asylum system to meet international standards. As the main institution responsible for the operations relating to all foreigners in Turkey, Directorate General of Migration Management has established. Turkey also adopted the Temporary Protection Directorate in which put forward procedures related to the rights, obligations and procedures of persons with temporary protection in 2014.

The negative effects of the crowds flowing from the Middle East, Asia and Africa to Europe due to poverty and wars have been increasing on the countries's peoples where economic social and psychological reasons are created by this great escape.

Problems arising from different customs and traditions in Turkey is still apparent, despite the large number of projects implemented by non-governmental organizations working with national and international funding sources to address refugee problems.

Social mismatches detected in cities such as Hatay, Kilis and Urfa, one of the border cities where the number of refugees are equaled to the population of the locals, are expected to have social explosions in the future.

This problem can not be solved with only Turkey's financial resources and studies.

There is a need for international cooperation. Firstly, keeping the promises given to Turkey at the beginning of the problem is necessary.

It is time to talk about the negative effects of the influx of refugees on the sociological and cultural structure of our country. In addition to the danger of deterioration of the demographic structure of our country, it is obvious that we have to take the necessary precautions and see the negativities that may bring to the sustainability of social peace.

Lacking proper education, the equality of gender, being away from concepts such as hygiene, resistance to change are one of the problems of non-compliance.

Another important aspect of the maladjusted ones is the life culture. Because most of the refugees in our country are not even literate. In addition, an alienation environment occurs spontaneously when the customs and traditions they used in the country where they live are added.

Although the differences that arise from the eating, drinking, clothing and morality of our nation with the great altruism of the nation do not create a striking alienation, we are not used to seeing young women with their babies begging in the streets of İstanbul, İzmir and Ankara.

It pricks the the Turkish society's conscience to come across young mothers with babies on their laps, with banners in their hands that say "hungary", at mosque gates, motorways.

The violence against women and children, the increase of sexual assaults, the increase of child marriages and the number of informal workers are all indicative of these discrepancies.

Different mentality structure originated from different cultures, different life styles are the source of social problems.

Today, more than 65 million people have been forced to leave their homeland and become refugees.

It is a known fact that war and poverty will not end in the near term, and these people that have migrated to different regions of the world for many psychological, economic and political reasons, will not return.

In order to reach Europe in the hopes of a safer, better life, the drama of these people that risk their lives, the countries which caused it to be indifferent to this, in today's civilized world, it is no longer a refugee problem but a world crisis.

The human crisis is a shame of our age.

The task of the modern and civilized world consists ending this shame.
