Checks and Balances Network
In the year 2012, 33 non-governmental organizations, including the Marmara Group Foundation, met with the dream of Turkey, where we live freely with our differences, we know our rights are under guarantee, the justice is distributed equally, the administration is transparent, came together. In the framework of 108 proposals with common aspirations, the Balance and Supervision Network (DDA) was founded.
The Network, combined with the view that a balance and supervision system was essential for guaranteeing the rights and freedoms of the individuals with a new constitution, decided to continue to work for the settlement of the balance and supervision system with the aim of strong democracy over time while focusing only on the work of the new constitution in the beginning.
After completing the phases of growth and development, the network went to a new structuring, "strategic reform groups," on decision-making and implementation mechanisms of the Network, in order to make more impact in the society, to increase participation, and to protect collaboration of Network members with working together. The Balance and Supervision Network carried out its' sustainable advocacy works in different reform areas through the Constitution Reform Group, the Legislative Reform Group, the Executive Reform Group, the Judiciary Reform Group, the Local Administrations Reform Group, the Media Reform Group and the Civil Society Reform Group, within the framework of the strategies specified by the Network.
Each group develops and advocates short, medium, long-term reforms. The reform areas on which he or she is working must be in an accountable, transparent and participatory, equitable and supervisory system, independent and effective, without discrimination of gender, belief, ethnicity, political affiliation, language, geography, education and economic situation.
Internal Evaluation Group, Communication Group, Writing Team were also formed to support and guide the decision-making mechanism Coordination Group and to share their authority. Thus, instead of a single decision mechanism in the DDA's structure, a new system has been established that fits the values that Balance and Supervision Network claimed, where responsibilities are shared and supervised one another.
Today, nearly 300 members and NGO representatives, who work voluntarily in line with the same targets and on the side of the democracy with different approaches, are within the Balance and Supervision Network. Marmara Group Foundation EU and Human Rights Platform President Müjgan Suver is the spokesperson for the Judiciary Reform Group and is active in the network as a member of the Coordination Group and DDA spokesperson, who form the administrative staff at the national level.

Network for Checks and Balances bring together various groups aiming to facilitate participatory and comprehensive process for the permanent peace

Checks and Balances Network brings together different groups through the building of a participatory and comprehensive process to achieve permanent peace. The Network performed the first of the meetings which are organized with the aim of getting process-embracing views from different segments of society on January 14, 2016 together with the expert-group composed of academicians and journalists. The first of the meetings held on Thursday, January 14, 2016 in Istanbul with the aims of obtaining proprietorial views from different parts of the society and forming suggestions targeting a participatory and comprehensive process for permanent peace were realized with attendance of the experts in fields of academy and journalism. During the first meeting organized with the experts from the fields of politics, law and international relations, the current political and societal situation was scrutinized. Furthermore, an exchange of views took place with regard to the reason of the involvement of the Network within the building of the process and the related fields focused on, and the elimination of the current obstacles by means of the possible concrete steps to be taken in the course of process building.

In relation the preparation session for the Grand Meeting to be held on February 20, 2016, the members of Network for Checks and Balances in Istanbul came together to discuss the institutional and advocacy priorities of the Network prior to the big event. During the meeting of January 12, 2016, the members exchanged views on the institutional and advocacy priorities of the Network. Different groups were constituted and each was assigned a moderator at the time of the discussions. Mrs. Müjgan Suver, the president of the EU and Human Rights Platform of the Marmara Group Foundation, acted as the member of the Coordination Group and took over the moderation of her group. At the group meetings, the remarkable standpoints were compiled and shared with the other participants.

The President of the EU and Human Rights Platform, Mrs. Müjgan Suver, also the member and Spokeswoman of the Network for Checks and Balances was in Ankara prior to the meeting of the organisation. In the preparatory meeting of the Second Plenary Session to be held on the February 20-21st, 2016 in Istanbul, Mrs. Suver and the other members of Working Group of the Decision Makers exchanged views and discussed about the necessities to be reflected upon the priorities of the advocacy and institutive priorities of the Network.

As the Spokesperson of Coordination Group of the Balance and Network –Mrs. Müjgan Suver–, the President of the EU and Human Rights Platform paid together with the related representatives a solidarity visit to the Borough of Diyarbakır on occasion of condolence for the late lawyer Tahir Elçi. In addition to the visit, the representatives of the Balance and Control joined by the related delegations of the Center of the Dicle Social Researches (DITAM) exchanged views about the latest developments in the Region.

Chairwoman of the UN nad the Human Rights Platform Mujgan Suver, as the both member and the spokeswoman of the Checks and Balances Network, was in Urfa in order to participate the coordination group meeting. Analyzing the political reflections of the 2015 general elections results, coordination group essentially came together for determining the Checks and Balances Network’ future period strategy, its position and the workings. During this meeting, participants also visited the ‘Göbekli Tepe’ archeological site area.
